What a Sequin Actually Is
Understanding the construction explains every practical problem that follows.
A disc stitched onto something else
As Wikipedia's entry on sequins describes, a sequin is a small shiny disc, now usually polyester film or vinyl, that is stitched onto fabric. It is a surface applied to a base, never the fabric itself.
Two ways to attach it, two behaviours
The same source notes that sequins can be stitched flat so they do not move, or fixed at a single point so they dangle. Flat sequins give a smooth, even shine. Single-point sequins catch far more light and shimmer as you move, at the cost of catching on things.
The base cloth is the real fabric
This is the sentence to remember. Sequins on stretch mesh give you a dress that moves with your body. The identical sequins on woven satin give you a dress that does not stretch at all. Two red sequin gowns can behave like completely different garments.
Sequin, glitter and beading are three different things
